EPC and Flood Risk Data for Properties on Your Mortgage Book

In December 2025 the Prudential Regulation Authority (PRA), part of the Bank of England, published SS5/25, replacing SS3/19. The new supervisory statement applies to UK banks and building societies and came into effect immediately on publication. Flood risk features heavily, with the PRA expecting firms to understand climate-related risk exposure at individual property level.

Firms had until 3 June 2026 to assess their position against the new expectations and develop plans to address any gaps. Those plans are now expected to be in delivery. Is property-level flood risk data one of yours?

EPC ratings are the other half of the picture. Energy Performance Certificates rate a property’s energy efficiency from A to G, and privately rented homes currently require a minimum rating of E. The Government has confirmed plans to increase this requirement to a C across England and Wales from October 2030. Buy-to-let lenders will need clear visibility of which properties meet future standards and which may require intervention.
